Official Chagrined by Beanie Babies

Traveling with President Clinton to China, Ms. Barshefsky bought several Beanie Babies -- her staff will not say how many -- to take home. She has two young daughters.
But the United States Customs Service, acting upon a request from the Beanie Baby manufacturer, Ty Inc., has placed a limit of one Beanie Baby per family for people re-entering the United States. Upon her return to work this week, Ms. Barshefsky asked her legal staff to determine whether she had violated any trade laws or regulations.
When told of the one-Beanie-per-family rule, she voluntarily turned over her purchases to Customs Service officials, said an aide who spoke on condition of anonymity.
The aide said Ms. Barshefsky was unaware of the limit or the details of a manufacturing agreement between Ty and the Chinese that prohibits the sale of the toys in China.
